Earlier studies from the recent Part 12 Inspection and PFMA session identified potential overtopping that could erode the left abutment foundation. This would cause loss of arch support, overstressing, and then dam failure. The scope also included analyzing the spillway structure, intake tower, and existing pipe penetration outlets.

Phil assisted GEI with developing preliminary spillway alternatives, participating in the alternatives workshop, and providing constructability input and cost estimates (AAEC Level 3) for increased spillway capacity of the existing Hosler Dam. The contract was extended to provide constructability reviews, cost estimating, and scheduling support services to 100% design completion.
