The initial Los Vaqueros Dam was an earth-fill dam, including a concrete spillway, concrete intake structure, and conveyance tunnel constructed in 1998 to a height of 192 feet and could store up to 100,000-acre-feet of water. In 2012, the dam was raised 34 feet to expand the capacity to store 160,000-acre-feet of water. The current Los Vaqueros Dam expansion project will raise the dam another 80 feet to achieve a reservoir expansion of 275,000 acre-feet.

AECOM is working with Phil to supply constructability, cost estimate, and scheduling services because of his experience constructing the two earlier Los Vaqueros projects. Phil provided input at the 50% and 90% design completion levels with lessons learned from the earlier projects. Phil provided equipment selection, means, and methods for earthwork operations, dewatering, tunnel liner installation, and the on-site roller-compacted concrete batch plant and configuration to optimize the schedule.
